After installing Free Snipping Tool: Download and Run Chrome Browser Integration as admin. This will add a custom protocol setting in the registry and then ask you to install the chrome extension from WebStore. Click Add to Chrome to finish integrating Free Snipping Tool with Chrome Browser.

Run as Admin.
Finished adding costom protocol.

Now install Chrome Extension from the following link:

Click Add to Chrome button.
Click Add Extention of asked.
Pin this extension if you want it to appear by default on Chrome Browser
After pinning it will show here. Click this to open free snipping tool from chrome browser.
